VALUATION OF BUDGET FINANCING OF AGRICULTURE

The article describes the method of estimating the cost of budget financing necessary for the expanded reproduction on the basis of innovation, based on three methods: restoration of withdrawn resources; to ensure the growth of the primary, circulating and human capital, the achievement of normative profitability in agriculture.

ANALYSIS AND DEVELOPMENT OF THE MARKET OF AGRICULTURAL MACHINERY AS DIRECTION OF ENSURING FOOD SECURITY

Results of a study related to the construction of cards of perception of manufacturers of agricultural machinery in Nizhny Novgorod region on the basis of the analysis of non-price parameters of competition and proposals for the development of this market in the implementation of the terms of the doctrine of food security are presented. Techno-economic feasibility and affordability of agricultural machinery of domestic production must become a priority national project largely determines the successful implementation of the program of socio-economic development of the country while ensuring food security of the country. Two main factors providing a competitive position in the market of manufacturers: the quality and safety of products, social responsibility." are identified. The influence of factors allows to determine the competitive status of and future directions for market development agricultural units, from the point of view of parameters of non-price competition.

PORTRAIT MATRIX METHOD FOR SOLVING PROBLEMS OF RANKING OF THE BORROWERS BASED ON THEIR CREDIT HISTORIES IN THE FINANCING OF AGRICULTURE

A new approach to the ranking of the borrowers based on their credit histories in financing agriculture is proposed. The matrix method to rank the applicants for a loan subject to a comprehensive assessment of their solvency and business reliability, as well as taking into account peculiarities of agricultural production is firstly developed.

One of characteristic features of the modern economic system – a deepening information inequality between subjects of the market is revealed.

ECOLOGICAL AND ECONOMIC PECULIARITIES OF HUNTING RESOURCES AND ITS SUSTAINABILITY IN THE YAROSLAVL REGION

The article deals with key points on nature protection and sustaining biological diversity in the Yaroslavl region. Data on role of specially protected territories and a hunting household in the nature protection activity is provided. Aspects of involving legislative and executive authorities, civil society organizations, and the whole population to the problem of establishing the position of hunting household 's development on the conceptual and legislative basis for the purpose of sustaining biological diversity and nature landscapes. Data on the animal world in the Yaroslavl region is provided. Aspects of priority governmental support for rational ecological and economical development of hunting household for the purpose of generating profit are described. Data on dynamics of hunting animals' number is provided. Dynamics of number and population density for 1000 ga and hunting animals allocation in the Yaroslavl region is analyzed. Phenomenon of stable number of bores on the region's territory in the context of its dramatic decline in the Russian federation and the Tver region is analyzed. Optimal bores' number for hunting households in the Tver region is determined. Expert analysis on average value of hunting resources in the Yaroslavl region from 2007 to 2016 and biological productivity of hunting household isprovided.

COEFFICIENT OF DEGREE OF HOMOGENEITY OF THE COMPOSITE MATERIAL FOR LOW-TEMPERATURE ELECTRIC HEATERS USED IN THE AGRO-INDUSTRIAL COMPLEX 

The use of highly effective means and technologies of electric heating in the thermal processes of the agro-industrial complex in comparison with fuel means and systems corresponds to the intensification of technological processes, accompanied by positive economic and social effects, and improves ecological situation. The role of local low-temperature surface-distributed heating carried out with the help of composite electric heaters in the form of rugs increases in the conditions of the current state of the economy. The use of low-temperature electric heating rugs is acceptable for various branches of agriculture: heating of young cattle, drying of grain crops in storehouses, heating of the soil cover, disinfecting of fodder mixtures, etc. As a rule, a composite material based on butyl rubber with different electroconductive layer is used for low-temperature heaters. In the article technical carbon is considered as an electrically conductive layer. The determination of the homogeneity of technical carbon in the distribution of butyl rubber is an actual task today. The temperature uniformity on the surface of the composite heater depends directly on the homogeneity of the technical carbon, higher the homogeneity of the carbon, the lower the resistivity of the material. The homogeneity of the composite material was determined using probability theory and the concept of entropy. Criteria of electrical conductivity of composite were determined and analytically explained, the formula for the coefficient of homogeneity degree of the composite material was developed. On the basis of this formula the universal graph for the determination of homogeneity was built. The conclusions on the use of various composite materials based on butyl rubber with different contents of technical carbon in low-temperature electric heaters used in the agro-industrial sector are given according to the calculated values of the developed coefficient.

LIMITATION OF AGRICULTURAL LOSS WITH USING SPACE NAVIGATION

The current system of management of agricultural enterprise in real time is reviewed. The quality movement of agricultural equipment in space and in time in real time is not estimated. The proposed process model and its characteristics is offered. Adequacy of the properties of agricultural processes and process models of the agricultural enterprise is reviewed. Implemented forecast locations of the system "Driver-car" taking into account the forecast data of their technical condition by predictive diagnostics is implemented.

In the article the questions of increase of operational properties of vehicles with the help of hybrid power plants with parallel layout of the internal combustion engine and electric machine are considered at summation of their power in the matching reducer. Such a solution allows to reduce emissions of harmful substances with exhaust gases into the environment, leads to a decrease in fuel consumption improves the dynamics of a car, creating a continuously variable electromechanical transmission.

MODEL FOR FORMING PRODUCTIVITY AGRICULTURAL CROPS IN HYDROAGROLANDSHAFT SYSTEMS

A model for estimating the agroclimatic resources of agricultural crops for managing and regulating the main factors of their habitat in hydroagro-landscape systems has been developed. The model has a block structure containing six blocks, agroclimatic resources, regulation and management of water, salt, nutrient regimes and soil-forming processes Soil and the formation of productivity. At the same time, the developed structural and logical model based on the landscape-ecological approach for the design of highly productive hydroagricultures, to optimize the resource potential of the natural system in the field of nature management and environmental management, allow rational use of the resource potential of the natural system and ensure their environmental sustainability in human anthropogenic activities.

On the basis of information and analytical materials «Kazhydromet» and «Kyrgyzhydromet» Agriculture of the Republic of Kazakhstan and the Kyrgyz Republic and the methodological approach for assessing climate landscapes productivity index DI Shashko identified natural and potential bioclimatic potential geomorphological facies catchment basins of transboundary Talas using natural and human services resources that made it possible to scientifically substantiate levels reclamation services to enhance climate index of the biological landscape productivity (Бк) in the complex arrangement of the natural systems that can be used as a rational, equitable and fair distribution of water resources in the region in Correspondingly AI program «Agenda for XXI Century», adopted by the UN in Rio de Janeiro in 1992.

THE THEORETICAL BASIS FOR THE MODELING OF THE MOVEMENT OF THE TRANSPORT TROLLEY OF THE OVERHEAD CONVEYOR AT THE ENTERPRISES OF TECHNICAL SERVICE 

Reducing production costs and improving the performance of the work particularly at the stage of delivery of spare parts and materials from the warehouse to areas or points of technical service and repair are possible by the installation of conveyors. Placement of overhead conveyors from the ceiling of production facilities of service companies is being possibly presented. In this case the question arises to study the optimal shape and motion parameters (speed) of the transport trolley and the conveyor guide, reducing time lost in moving parts and materials.

The article presents a method of determining optimal form for movement of the transport trolley according to the configuration and location of the posts on the real enterprise technical service. The implementation of the presented methodology in the form of software may allows to solve the problem of reducing time lost in moving parts and materials in existing facilities, and at the stage of making design decisions.

USAGE OF NANOTECHNOLOGY TO ELIMINATE THE CONSEQUENCES OF ENVIRONMENTAL POLLUTION FROM THE OIL INDUSTRY 

Production, exploitation and use of oil fields are of great importance for the environment. Substances which are secreted in the event of an oil spill are highly toxic. So now it becomes increasingly clear the development of substances and technologies that may have minimal negative impact on the environment while providing high efficiency removal of contaminants from petroleum products. Any nanoscale substances take on a new chemical, biological and physical properties, which differ significantly from macroscopic sizes. Nanomaterials used to prevent the oil spill, are cheap and non-toxic, making them cost-effective for the solution of problems of control accidents. In addition nanotechnology in the oil sector open promising horizons to increase oil production through better understanding of the processes at the interface liquid-solid.

VALUATION OF BUDGET FINANCING OF AGRICULTURE

Question of the methodological grounds for the calculation of the cost of budget financing of agriculture, necessary for the expanded reproduction on the basis of innovation is stated. The methodology of evaluation is based on three methods. The method of valuation of seized financial resources from agriculture through the price system and presents the results of the evaluation is described. The conducted calculations allowed us to determine the amount of funds the shortfall in agricultural organizations due to relatively worse conditions of reproduction. The basis of calculation was chosen as the indicators of 2005 and 2006. The volume of confiscated financial resources is: 4246,4 million rubles, the rate of withdrawal of 4.4% , the full value of gross output 108 of 507 million rubles. The calculations allow to determine the rate of seizures. In agricultural organizations it was 6.7%, in the peasant (farmer) farms and 3.9%, in private farms of the population – 1.2%, and only agriculture – 4%. The methodology for assessing the extra needs of rural households investment resources for the conditions of simple reproduction is presented. The following results are obtained. All state support needed to meet the normal needs of simple reproduction in agriculture in 2017, is equal: part of fixed capital – 29319,2 R. million, working capital of 50 million 358,5 R., human capital (wages) – 114 R. 598,6 million, just – 194 276,3 million rubles. The method of estimation of budgetary resources for the financing of agriculture in the conditions of expanded reproduction (growth rates of 5–7% per year) is given. Conducted predictive calculations of the volume of budget financing of the agrarian sector of the Russian economy that will ensure its modernization should be in 2020 563,8 billion R. The results of the calculations can be used in the development of proposals for state support of agricultural production and the increase of investment attractiveness of agrarian sector of economy.

THE PECULIARITIES OF BUDGETING IN ORGANIZATIONS OF THE AGROINDUSTRIAL COMPLEX

The mechanism of budgeting in organizations of the agroindustrial complex on the example of JSC "Sokol", specializing in the sale of agricultural products as part of a large industrial holding company Rusagro is considered. The analysis of budgeting in the company "Sokol" is conducted. The object of budgeting JSC "Sokol" is structural units and projects of the organization. At the organization level these budgets are united forming three major budgets: the budget of incomes and expenses the budget of movement of funds; the budget balance. In accordance with the objects of budgeting in JSC "Sokol" drawn up the following budgets: operational; financial. An example of budgeting at the enterprise in 2017is considered. With the aim of improving the system of planning and budgeting has developed a unique model of organization of the responsibility centers in agricultural enterprises for the formation of the budget assignments is elaborated.

The model assumes interaction through two-way communication production budgets of JSC Agroholding "Rusagro" and sales budgets of JSC "Sokol", included in the agricultural holding. In the presented model identifies three sectors: crops, livestock and processing of products are revealed. On the basis of each sector are the centers of responsibility which contain generic measures of their activities. These units share analytical information to achieve the overall strategy of the organization between each other. Products within organizations are realized at transfer prices. Analytical reports of the centers of responsibility are transferred to the consolidated responsibility center, where the processing of information and adjustment of the strategy of development of the organization. Thus, using the proposed model of the organization of the responsibility centers in the associations of the Agrosphere to the formation of the budget assignments is achieved by a single information space in the budgeting system of the entire agricultural holding in the context of each direction of its activities.

ANALYSIS AND DEVELOPMENT OF THE MARKET OF AGRICULTURAL MACHINERY AS DIRECTION OF ENSURING FOOD SECURITY

The results of a study on the construction of cards of perception of manufacturers of agricultural machinery in Nizhny Novgorod region on the basis of the analysis of non-price parameters of competition and proposals for the development of this market in the implementation of the terms of the doctrine of food security are presented. Two main factors providing a competitive position in the market of manufacturers of agricultural machinery: "the quality and safety of products" and "social responsibility" are identified. To assess the acceptance of non-price competition manufacturers of agricultural machines and units available on the market in Nizhny Novgorod region there was given the method of construction of cards of perception for 19 of the most competitive organizations. Leaders in relation to product quality and social responsibility of business are foreign manufacturers. Among domestic enterprises there is the highest levels of quality and safety of products showed, "Agroproekt", JSC "Doza-agro". For the development of the domestic market of agricultural machines and implementation factors providing a competitive market position feed mill equipment – hammer crusher to improve the quality and organoleptic characteristics of the feed is elaborated. The device and the working process of hammer mill: hammer crusher of a closed type with forced feed of the material, the mill of shock-reflective action, hammer crusher with rotor-fan were designed for scientific research in NSIEU. The structure and working process of these machines is presented. Their advantages relative to factor 1 are "Quality and safety": lower costs, time, compliance with all quality indicators of grain processing, increasing the service life of the machine. To factor 2 Social responsibility: improving investment attractiveness, increase of productivity, ease of use and ease of training. COEFFICIENT OF DEGREE OF HOMOGENEITY OF THE COMPOSITE MATERIAL FOR LOW-TEMPERATURE ELECTRIC HEATERS USED IN THE AGRO-INDUSTRIAL COMPLEX

The use of highly efficient tools and technologies of electric heating in thermal processes in the agricultural sector is justified. The growing role of local low-temperature surface-distributed heat carried by the composite electric heaters in the form of mats which use is acceptable for different branches of agriculture is noted. Typically, heaters use composite material based on butyl rubber with different conductive layer. Technical carbon is considered as the conductive. The definition of homogeneity of carbon black distribution in the butyl rubber is an urgent task today. Temperature uniformity on the surface of the composite heater depends on the homogeneity of carbon: the higher the homogeneity of the carbon, the lower the specific resistance of the material. The homogeneity of the composite material was determined using probability and the concept of entropy. The criteria for determining the electrical conductivity of the composite material: the change in the concentration of carbon at each site should be no more than 15% of the mathematical expectation; the number of sites with concentration of carbon black, the concentration of which does not differ from each other not more than 15 %, shall be not less than 90 % of the total number of plots was identified and described. The formula for determining the ratio of the degree of homogeneity of the composite material on the basis of which built a universal timetable for the determination of the homogeneity of the material is revealed. Presented video monotonically is increasing with limit value in the abscissa of 0.15. In this case if the power values of electrical conductivity for different composite materials will be higher than the generic direct of homogeneity, they will be suitable for use in agriculture as low-temperature heaters as these composite materials can be considered homogeneous.

THE RELIABILITY AND SAFETY OF AUTOMATED CONTROL SYSTEMS OF TECHNOLOGICAL PROCESSES OF AGRICULTURAL PRODUCTION 

Two variants of the automated control systems (management information system) filing of the working environment: a system based on electro-hydraulic distribution device and system based on solenoid valves are considered. The scope of their application in agriculture is defined, advantages of each option systems defined by their structural features are revealed. The main properties characterizing the quality of ASU are mentioned. The need to consider all modern human-machine system as a complex automated system which, along with the contours of the purely automatic control, consisting only of technical links that are included and operate the circuits closed through a human intermediary is indicated. In the creation and operation of such systems significantly increases the role of the human factor that must be taken into account by the security principles. The optimization process of the system: the principle of making the objective function and determine the parameters that provide minimum or maximum of the objective function is described. An urgent need for certain rules and modeling techniques that facilitate the study of technosphere processes that are diverse and complex is marked. A synthesis structure that will reduce the cost of modeling and to reduce the likelihood of subsequently difficult to remove errors is presented. The basic benefits derived from automation of agricultural production are conducted: increase of reliability and prolongation of service life of the equipment (system); save labor costs; acceleration of the process of erasing differences between routine types of work; increase of prestige; reducing labor turnover; increasing safety; reducing differences between industrial and agricultural labor. Thus, the correct choice of modeling methods and the implementation of its stages and the algorithm combined with the maximum use of the advantages of automation and mechanization of industry and agriculture contributes to improving the scientific and technological progress in all sectors of the Russian Federation.

The urgency of evaluation of bioclimatic potential of the catchment basin of the transboundary elements of their "natural capital", as one of the important integrated indicators in assessing the level of environmental services in environmental management system is justified. The object of the study was the transboundary Talas river. The study used years of information-analytical materials "Kazgidromet" of the Republic of Kazakhstan and "Kyrgyzhydromet" of the Kyrgyz Republic, materials of statistical reports about crop of the region. A methodology for the comprehensive development of watershed river basin there were chosen geosystem and the catenary approaches as a priority. The study determined: average years of natural and energy resources natural systems of the watershed of the basin of the Talas river; the climatic potential of the catchment basin of the Talas river; climatic index of biological productivity of land by D. I. Shashko; a return of one point, allowing to estimate efficiency of use of soil and climatic potential for agricultural production; maximum allowable environmental water demand to increase climate index of biological productivity of landscapes, through the use of ecological services under conditions of anthropogenic activities within the geomorphological facies of the catchment basin of the Talas river; the coefficients of the ecological services of the catchment basin of the Talas river; the long-term average available water resources of administrative regions of the catchment basin of the Talas river. Thus, the obtained data allowed us to scientifically substantiate the level of environmental services of water resources in the catchment of the river basins to increase climate index of the biological productivity of landscapes with an integrated arrangement of their natural systems and reasonable, equitable and fair distribution of water resources in the region in accordance with the program "The agenda for the XXI century", adopted by the UN in Rio de Janeiro in 1992.
