MODERN TRENDS OF TRANSPORT COMPLEX DEVELOPMENT IN THE RUSSIAN FEDERATION

The article is devoted to the modern directions of development of transport complex of the Russian Federation. By analyzing the current state of the transport sector in Russia, the authors claim that strengthening the competitiveness of the industry is possible due to commissioning of new transport projects, modernization of the bases of which are set out in the Transport strategy of the Russian Federation for the period till 2030.

The processes of adaptation of the organizational structure of the enterprise to changes in the external environment are relevant for the enterprise of any industry, including for industrial production. Correspondence of the organizational structure to the goals of the industrial enterprise and the requirements of the external environment is of strategic importance for the development of the enterprise and its effective activity. The article examines the possibilities of diagnosing the adaptability of the organizational structure in order to identify problem moments and to find ways to optimize the management structure.

EVALUATION OF THE EFFICIENCY OF THE PROJECT OF THE WHOLESALE DISTRIBUTION CENTER WITH PARITY PARTICIPATION OF THE SMALL ENTERPRISES

It is determined that the existing distribution centers of the Moscow region focused mainly on the major producers of Russia and foreign countries. Small business entities are not able to meet the conditions for a stable supply of certain volumes of products in a retail outlet. Agricultural producers are forced to sell the goods in a short time, and that leads to lower prices for products and to losses that are more than 30 %. Proposed alternative mechanism of equal relations between the participants of market of vegetable products, the aim of which is involvement in the total turnover of small farms.

IMPROVEMENT METHODOLOGY FOR THE DETERMINATION OF HYDRAULIC PARAMETERS OF LOW-PRESSURE DROP SYSTEMS

Based on the equation of fluid motion in pipelines of the Darcy-Weimbach circular sectiob a method has been developed for determining the hydraulic parameters of low-pressure drop systems, which makes it possible to distribute the water flow evenly in the drop pipelines.

TRANSBOUNDARY WATER USE IN THE IRTYSH RIVER BASIN

Recommendations concerning the improvement of hydrological information, the ordering of volumes and regime of water consumption, improvement of the regulations of the transit flow beyond the state borders, the harmonization of methods of research and effort on joint use of water resources are proposed. The authors of the article performed a number of studies, including the Black Irtysh and the clarification of the magnitude of river inflow to the site of Bukhtarminsk HPP. Water-balance calculations of the cascade is conducted.

GEO-ECOLOGICAL ASSESSMENT TRANSFORMATION QUALITY OF LIFE IN THE LOWER REACHES SYRDARIA UNDER HUMAN ACTIVITIES

On the basis of systematization of years of information and analytical materials on the quality of life of the population of Kyzylorda region on the basis of State for Health Statistics of the Republic of Kazakhstan and the qualitative characteristics of the water downstream of the Syrdarya River according to the Aral-Syr Darya Basin Water Management produced geo-environmental quality of life transformation assess population of Kyzylorda region in the time- dimensioned scale by improving the structural composition of the index of public health (PHI) and are defined by their interconnectivity and interdependence of qualitative indicators of water of the Syr Darya river.

THEORETICAL INVESTIGATION OF THE MODES OF OPERATION OF THE DISINFECTANT SYSTEM OF THE DEVICE FOR DECAPITATION

Decollation (remove the tops) allows to increase potato yield by increasing the photosynthetic apparatus. The operating pressure of the injector is a work of excess pressure before the nozzle and the square of the velocity of the fluid from the nozzle to the double rate of expiration of the solution from the nozzle.

ANALYSIS ON THE SOURCE OF COMPETITIVE ADVANTAGE OF AGRICULTURAL INDUSTRY BASED ON THE PERSPECTIVE OF AGRICULTURAL INDUSTRIAL CLUSTERS

Industrial cluster is a structure appeared in the course of economic globalization. Clustering enhances competitiveness of enterprises, strengthening the competitive advantages of the cluster in the regional economy and meets the requirements of the division of labor in the international market in the conditions of economic globalization. In the studying the appropriate concept associated with agroindustrial clusters (AK), based on the theory of porter (source of national and industrial innovation advantages) is summarized, the emphasis is placed on the analysis of the factors that can create innovation (organizational form of AK, optimizing the allocation of resources, model development) to improve the competitiveness of agribusiness. The basis of factual material of the research was data collected by the authors in the agriculture of Hainan province (China). Also theoretical development of a number of Chinese economists are took into account. It is concluded that the regional economy is based on growth in scale of production, division of labor based on high degree of specialization contributes to reducing transaction costs. Formed AC play an important role in promoting the extension of industrial chain, optimize industrial structure, the development of the regional economy. The formation of AC represents an innovative model of development and models of organization of agriculture proposed new ideas to increase the dynamism of agriculture. Options for improving the organization of agricultural production of China, traditionally based on small family farms, with the aim of using the advantages of cooperation and integration and to achieve economies of scale are presented.

STATUS, PROBLEMS AND PROSPECTS OF DEVELOPMENT OF AGRICULTURE OF THE REPUBLIC OF SAKHA (YAKUTIA)

Agribusiness is one of the leading sectors of economy of the Republic of Sakha (Yakutia) (RS(I)). Over the past five years the rural population decreased by 3.43%. The priority agricultural sector of RS(Y) is livestock, but livestock and poultry in all categories of farms of the Republic for recent years has a downward trend. Indicators of production tend to decline on average by 7%. A significant decline in meat production is due to the desire of households to maintain livestock. The main problems of crop and livestock production. The conclusion is made about necessity of state support for agriculture of the RS(Y). The security of local agricultural products remains at a low level. The continued operation of agriculture of the Republic shall be considered only from the standpoint of innovation development, which is based on the dynamic implementation of all structural changes in agriculture. To resolve problems of food security RS(I) a revision of existing economic and financial arrangements with targets aimed at maximizing the potential of agricultural land and introduction of resursoenergosberezheniya technologies; improvement of the system of forage production on a new technological basis; creation of conditions for development of traditional industries – North of reindeer herding and herd horse breeding taking into account zonal features; promoting the integration of producers; raising qualification levels of staffing; information and consulting services; development of export-oriented industries are required. Development and implementation of the above activities are essential to the success of the system APK of Sakha(Yakutia) in the conditions of the market.

IMPROVEMENT METHODOLOGY FOR THE DETERMINATION OF HYDRAULIC PARAMETERS OF LOW-PRESSURE DROP SYSTEMS

The problem of effective and rational use of water, land, energy and other resources causes the need to improve the drip irrigation system. The technologies of low volume lowpressure drip irrigation systems providing more effective and economical distribution of water and nutrients strictly to the root zone of the plants take more spreading. The aim of this work is the development of methods of determination of hydraulic parameters of low-pressure drip system on the basis of the equation Darcy-Weisbach allowing to evenly distribute the water flow in drip lines. The authors identified the advantages, reliability and the existing drawbacks of drip irrigation system for irrigation of agricultural crops in different climatic zones, developed by gravity-flow drip irrigation system that provides uniform distribution of water along the length of irrigation pipeline on the land surface with a small difference. Low-pressure drip irrigation system works through the use of slope providing irrigation pipelines a constant flow of water when filling the cross section of the pipe. The limit of filling the pipeline depends on the design of micro water outputs, i.e. droppers and the lower limit of the filling is determined by the minimum allowable flow rate of the pipeline in the terminal part. Uniform distribution of irrigation water dripper provides almost the same pressure in them which is equal to the sum of the depth of filling of the pipeline and the height of tank overflow. The reliability and uniformity of water flow in drip pipelines is characterized by the pressure loss and uniform flow along the length of the irrigation tubing. The system of equations to determine the linear head losses along the length of the irrigation tubing with drippers, allowing to estimate the head losses and uniformity of water flow along their length when designing low-pressure drip systems is obtained.

The goal was the theoretical explanation of the modes of operation of the disinfectant system of the device for decapitation. Decollation (remove the tops) allows to increase potato yield by increasing the photosynthetic apparatus. Device for decapitation of potatoes has the power stroke, the cutting apparatus with automatic adjustment of the installation height of a copying machine and a device equipped with a contactless optical sensors, potopachinc and disinfecting device. The design of the device for decapitation allows you to create a bush of potatoes to cut the tops, just to adjust the installation height of mower, depending on the size of the Bush potato which minimizes damage to the stems, because the bush in front of the cut is lifted by the air flow which eliminates the contact of shoots with the elements of the device during the formation of the bush.
