METHODOLOGICAL ASPECTS OF THE INVESTMENT DEVELOPMENT IN AGRICULTURE

IN THE CONDITIONS OF IMPORT SUBSTITUTION

Features of the development of investment in the agrarian sector of economy under the policy

of import substitution are justified. The impact of the investment waves of the secondary

investment on the prospects for the implementation of the process of expanded reproduction

in agriculture in times of acute economic crises is presented and methodical approaches to

enhance the investment environment are offered.

RISK ASSESSMENT OF INVESTMENT PROJECTS OF AGRICULTURAL MELIORATION

ACTIVITIES

The results of adaptation methods, sensitivity analysis and scenario analysis of investment

projects and simulation (Monte Carlo) risk assessment of investment projects of agricultural

reclamation are presented. Expediency till elaboration of the independent theory of risk

amelioration of investment projects, taking into account the specifics of reclamation activities,

the use in the field of land reclamation methods evaluation of the predictable adverse

consequences of the investment decisions approved in the neighboring sectors of the economy

is shown.

THE MODERN STATE OF MACHINE AND TRACTOR FLEET OF THE RUSSIAN FEDERATION:

MAIN TRENDS AND DEVELOPMENT PERSPECTIVES

The tendencies of changes in the quantitative composition of the main types of agricultural

machinery in agricultural organizations by Federal districts of the Russian Federation are

considered, the dynamics of the machine-tractor fleet are conducted, rating of the leading

Federal districts of the country by the presence of farm equipment and discussed the production

of agricultural products is presented. Priority directions of activities of agricultural producers

on the leading districts are defined. The dynamics of sown areas under crops are presented,

crop yield and gross harvest of the constructed diagram and the write-off of property, plant

and agricultural machinery is built.

THE USE OF MATHEMATICAL MODELING IN STUDYING OF THE FINANCIAL CRISIS

To study the development of the financial crisis it is necessary to build and analyze a

mathematical model of the growing crisis. This model will allow to determine the evolution

of the crisis and to evaluate the possible results and actions that can slow down the crisis and

its consequences. In the framework of the financial institution or company can be considered

as a set of agents, and the financial circumstances of the institution can be described by the

ratio of stable and crisis components.

PRESOWING WORKING OF CUCUMBER SEEDS

Five treatment groups of seed with water of contrasting temperatures in conjunction with

THE EFFICIENCY OF MODERN TECHNOLOGIES OF INSTANT MILK COOLING

The problems of cooling and storing raw milk in the farms, disadvantages and difficulties of

using stationary cooling equipment are considered. The instant milk cooling, which allows to

preserve product quality and to reduce the cost of cooling and primary processing of milk in

farms is proposed for use.

Key words: technological progress, engineering, storage, cooling and processing of milk

cooling tanks, instant milk cooling, milk collection stations.

METHODOLOGICAL ASPECTS OF THE INVESTMENT DEVELOPMENT

IN AGRICULTURE IN THE CONDITIONS OF IMPORT SUBSTITUTION

Features of the development of investment in the agrarian sector of economy under the

policy of import substitution in Russia are justified. The impact of the investment waves of the

secondary investment on the prospects for the implementation of the process of expanded

reproduction in agriculture in times of acute economic crises and methodical approaches

to enhance the investment environment in Russia is presented. It is determined that the

dialectic of the relation of the development of the reproductive process in agriculture and

investment is that any more or less important capital investments change the development

of all elements of the industry, primarily through the impact on its external environment.

In the conditions of radical economic change this ratio are able to promote the growth of

productive capacity and seriously keep it off aiming in the direction of unfavorable (from

the point of view of national and regional interests) changes in the development of the

reproductive process. Assumption about the appropriate implementation of the following

General methodological approaches is expressed: preparation of the regional legislative

and other normative acts in this field; the preservation of a common field management

activities of regional authorities in industrial complexes; coordination of works on

formation and use of investment resources of the regions; ensuring the use of common

information and financial environment of the regional investment market, a single

complex of interrelated investment technologies on the organization of the circulation of

investment resources in the regional market, as well as creating the necessary conditions

for the development of investment services; providing investment security organization

and commissioning of a Central, integrated information Bank according to the established

profiles, and serves as the head element of a regional system for investment monitoring;

the decision of organizational and technical issues of interaction between regional

auhtoroties of management, local governments, special public services.

RISK ASSESSMENT OF INVESTMENT PROJECTS OF AGRICULTURAL

AMELIORATION ACTIVITIES

The aim of the study was to improve the methodology of analysis of efficiency of

land reclamation investment projects (RIP) in terms of uncertainty and risk the expected

consequences of their implementation. Methodological problems of risk analysis of

drainage investments were decided on the example of assessing the economic feasibility

of the implementation of the Federal target program of land reclamation. Research and

risk-based RIP was performed by means of quantitative analysis, including estimates of

sensitivity, scenario and simulation (Monte-Carlo). This used a model to determine the

economic efficiency of investment decisions on the basis of the discounted net income

(DNI) from investment and operating activities, implemented by the project. The results

of adaptation of these methods to the assessment of risks of investment projects of

agricultural reclamation are presented. As it is shown by the sensitivity analysis DIN

development project of land reclamation is most dependent on the discount rate due to the

exponential dependence of the future value of money of this option. At a constant discount

rate play a significant role purchase price and costs of agricultural production. According

to the method of scenario analysis the risk level of the program of development of land

reclamation until 2020 amounted to 13.5% which is classified as average and indicates

the feasibility of investment in the program. According to the results of Monte-Carlo risk

investment decisions the Federal program of development of land reclamation is about

18% which allows to classify it as an average and indicates the feasibility of investment in

the program. The expediency of developing an independent theory of risk amelioration of

investment projects taking into account the specifics of reclamation activities the use in

the field of land reclamation methods evaluation of the predictable adverse consequences

of the investment decisions approved in the neighboring sectors of the economy is shown.

STATE SUPPORT OF DOMESTIC PRODUCERS OF AGRICULTURAL MACHINERY

AND ITS CONSEQUENCES (ECONOMIC, TECHNICAL, ORGANIZATIONAL)

It is marked that the support for farmers is among the priority directions of development of agrarian and industrial complex of Russia. To accelerate technical modernization

since 2013 the Russian Federation Government Resolution No. 1432 "On approval of Rules

for granting subsidies to the producers of agricultural machinery (PAM)" is acting. The

main provisions of the Resolution are stated. The dynamics of the sales of PAM in 2011-2016

and forecast to 2020 (planned to sell tractors – 14 thousand units, harvesters – 6.5 thousand

units) is presented. The data to subsidize producers of agricultural machinery: in 2016

dedicated of 9.86 billion is conducted. It is planned to allocate in 2017 additional budgetary

appropriations in the amount of not less than 10 billion rubles for the implementation of the

subprogram "Technical and technological modernization, innovative development". It is

outlined the real situation in the market of domestic agricultural machinery: the warranty

obligations of manufacturers of agricultural machinery from the 12 months then how in

the world these warranties start from 5 years and above (plus guarantees on mileage and

load); if it is necessary the agricultural producers of agricultural products the assortment

of agricultural machinery to take over 100%, then domestic producers produce ~ 18-19%

which not only satisfied the farmers but also requires them to fill in the gap and imported

agricultural machinery; the quality of domestic agricultural machinery is much inferior

to foreign analogues which significantly reduces their lifetime and increases frequency of

maintenance and repair. All marked focuses on the need for procurement of spare parts,

additional costs for repair and upkeep the agricultural machinery, the establishment of

repair services. Most vulnerable in this process is the purchase of spare parts, components

and assemblies for maintenance and timely repair of agricultural machinery as these

purchases is carried out without state support, which increases the cost of agricultural

producers significantly. It is established that the issue requires deep study because the

measures of state support, it is economically and financially burdensome for producers of

agricultural products.

THE MODERN STATE OF MACHINE AND TRACTOR FLEET OF THE RUSSIAN

FEDERATION: MAIN TRENDS AND DEVELOPMENT PERSPECTIVES

It is stated that during 2013-2015 stock of main types of agricultural machinery in

agribusiness of the country is on the decline. In addition to the Crimean Federal district the

quantitative composition of the tractor fleet in other Federal districts for 3 years decreased

on average by 4...5%. The rating of Federal districts according to the presence of farm

equipment: the 1st place – Volga; 2 – Central; 3 – Siberian; 4 – South; 5-e – the North Caucasus.

The evolution of write-off and acquisition of the main types of agricultural machinery was

shown. From 2013 to 2015 disposals of agricultural machinery significantly ahead of the

purchase so on tractors since 2013 retired 2730 units, grain harvesters – 1351 units and

forage harvesters – 756 units. In 2014 the acquisition of these types of agricultural machinery

has increased significantly and in 2015 there is a decrease in purchased technology. Crops

area, yield and gross harvest for the last 3 years are estimated. A slight increase in acreage

is observed in 2014–2015 (about 1% compared to 2013). Peak growth of the gross harvest

and yield of grain accounts for 2014. In 2015 the acreage was further increased but the yield

because of the drought decreased by 0.4 t/ha. One of the biggest reasons for the decline in

the gross yield of grain is the high proportion of disposals of agricultural machinery. It

is revealed that proportionally to the decrease in the number of agricultural machinery

decreases and the energy security of the agricultural organizations tractors and harvesters

per 1000 hectares cultivated area. It is determined that the necessary targeted support

from the state to agricultural producers in the form of subsidies, preferential credit terms

and other forms. This should take into account nature-climate and resource potential of

the Federal districts. An important challenge is to increase the saturation of the tractor

fleet, thanks to which will increase performance and decrease energy costs.

THE BIOLOGICAL VALUE OF OILS AND OIL CONTENT OF SEEDS OF MODERN

COTTON VARIETIES OF RUSSIAN FEDERATION

Oil content, composition and fatty acid content of Russian varieties of cotton are

studied. Fatty acid composition of oil was determined from seed samples of Russian

cotton varieties grown in the Astrakhan region of the Russian Federation according to

the methods adopted in the Department of biochemistry and molecular biology FSBSI FRC

RRP. It is revealed that the seed oil of the studied cultivars of Russian cotton don't yield

the same value of varieties cultivated in neighboring Russian countries. The minimum

oil content of cotton grown in Central Asia and the Caucasus amounted to 17...19%, with

an average of 23%. Have studied Russian varieties of cotton, the average oil content is

22.8%, ranging from 21.9% in grade of Fortis to 24.3% in grade Tutum. Oil of cotton seeds

of the studied varieties are characterized by a large amount of unsaturated fatty acids, on

average, about 79%, ranging from 74.7 per cent at variety Cisfinitum to 81,9% in Tutum. The

greatest amount of unsaturated fatty acids accounted for dunension linoleic – an average

of 60,2%. Max discovered in the seeds of varieties Tutum (67.0%). This is higher than that

of the oil of cotton grown in Central Asia (40...60%). Monounsaturated oleic acid varieties

of Russian cotton less than – an average of 17.4% in comparison with the Central Asian

20...30%. Polyunsaturated Linolenoic acid with three double bonds contains an average of

0.26% at maximum in the variety Continum (0,38%). It was noted that in oil varieties of

the Central Asian region and the Caucasus very high content of saturated palmitic acid,

18 to 22% to 26% . It is established that palmitic acid in seeds of varieties of the Russian

cotton less than – an average of 16.7% with a minimum of 14.7% in the variety Maron with

natural fiber-dyed marble-pink. Thus fatty oil Russian modern varieties of cotton differs

from the Central Asian greater amount of unsaturated fatty acids and reduced in saturated

therefore has a higher biological value in comparison with the Central Asian.

THE EFFICIENCY OF MODERN TECHNOLOGIES OF INSTANT MILK COOLING

The problems of cooling and storing raw milk in the farms, disadvantages and

difficulties of using stationary cooling equipment are considered. It is proposed to use on

stationary farms and remote summer milking instant cooling systems of milk (ICSM) CS-

500, CS-1000, etc. instant cooling of milk is a generator of ice water, complete with heat

exchanger and water pump, milk cooling in the stream. Important characteristic is the

maximum amount of milk that can be cooled from 35 to 5 оC the required number of

times per day. Energy efficiency of such systems is marked. Comparative calculation of

energy costs without using the SMOM and using the tank "Cold Vessel" of 10,000 and ICSM

CS-500 in the calculation of the 26 tons of milk: savings in cooling and storage of milk

may exceed 100 thousand rubles. This calculation of savings just from reducing electricity

consumption excluding losses of milk during storage and reduction in category milk by

blending during the day. Advantages of using SMOM are named: milk enters the cooling

purified from contamination by the foreign particles larger than 50 microns; a short while

cooling and stopping the growth of bacteria; freezing of milk is excluded as is used for

the cooling of ice water not a metal tube; the milk enters the tank it is cooled to storage

temperature, so you can accumulate the milk of several milkings without compromising

its quality since a zero level in the tank; mobile compact design of the system allows to

install it in any convenient place; the system operates in a closed circuit, so the additional

water consumption not required; the equipment is mounted on a single frame, startingup and adjustment work is not required; the cost savings on electricity. Thus, such instant

cooling of milk are of high practical, technological, and economic significance.
