The main directions for the development of cooperation of member countries of the Eurasian

economic Union are being considered. The ways for the deepening of economic integration in

agro-industrial complex, promoting the increase of its competitiveness in each of the countries

of the Union and to export growth of production of a complex to the third countries are being

offered.

ECONOMIC AND SOCIAL MECHANISMS OF SYSTEM AND CYBERNETIC QUANTIZATION

OF RATIONAL ECONOMIC BEHAVIOUR OF THE PERSON IN REGIONAL ECONOMIC SPACE

The real work is devoted to studying of social and economic mechanisms of system quantization

of processes of rational economic behavior of the person of work in the region. On the basis of

application of the theory of system quantization of processes of activity of the academician

K. V. Sudakov two rational economic behavior interconnected like quantization are revealed:

the system and cybernetic quantization which is shown at the level of activity of the certain

individual (personality) and the system and evolutionary quantization operating at the level

of human economic populations. With use of methods of econometrics and mathematical

modeling the mathematical model of rational economic behavior of the person in the region

is constructed and its dynamics is investigated. It is shown that at the heart of innovative

structural and functional transformations of productive forces of society the social and

economic mechanism of system and evolutionary quantization of rational economic behavior

of human populations which has developed and fixed in the course of an antroposot-siogenez

during system and cybernetic quantization of rational economic behavior of certain,

economically active, human persons in regional economic space lies. Formation of power

information gradient streams of "evolutionary system-quant" and "system cyberquant" is

shown on the way of perception, an assessment of information and elaboration of rational

strategy of adoption of economic decisions as at the level of human economic population

(system and evolutionary quantization), and at the level of the certain individual, the person

of work (system and cybernetic quantization), in the course of training and knowledge, in

formation of the intellectual capital and innovative activity, in economic dynamics of an

intensification of work and consumption, in the course of social and economic activity of

individuals, in evolutionary process of formation and development of productive forces and

relations of production in the region.

THE RATIONAL ECONOMIC MODEL OF HUMAN BEHAVIOUR IN THE REGIONAL

ECONOMIC SPACE*

Developed the logistic model of rational economic behaviour of human labour in the regional

economic space built on the basis of the systemic-cybernetic quantization of rational

economic behavior of the individual and the system-evolutionary quantization of rational

economic behavior of human populations. Based on innovative structural and functional

transformations of the productive forces of society rests on physiological-biophysical and

socio-economic mechanism of the system-evolutionary quantization of the rational economic

behaviour of human populations, developed and fixed in the process of anthropo-sociology,

in the course of systemic-cybernetic quantization of the rational economic behaviour of

individual, economically active members of society (the working man). It is shown that the

basis for the synergy cluster policy and environmental management is a rational economic

behavior of human labour and economic populations. This provision is clearly demonstrated

by the example of new innovation-antirecession reproductive structures – regional business

bio-clusters built on printing of nano-economics and nano-biotechnology and combining on

the basis of state-private partnership the state's interests, the national interests of business

and population in the region.

The necessity for the development of machine and technical cooperation in the village as the

result of insufficiency of material and technical resources of agriculture is being proved; the

experience of the countries within Europe for the formations of machine and tractor societies

is being given. Economic mechanisms of functioning of machine and tractor cooperatives

are being offered, methodical questions of improvement of the state support of agricultural

cooperatives are being given.

THE TECHNICAL AND ECONOMIC ANALYSIS OF THE SYSTEM EFFECTIVENESS FOR

THE MANAGEMENT OF THE RELIABILITY OF THE GRAIN PROCESSING EQUIPMENT

In the last decades, the processing of grain crops on the basis of integration of agricultural

producers into agro-holdings, intensively develops. Large grain processing complexes are being

constructed and put into operation. However, the systematic approach to the organization

of technical service of the processing equipment for the grain production branch is absent

and has no scientific justification. It leads to the decrease in the indicators of reliability of

the grain processing equipment, growth of losses from his idle times and to the decline in the

production of grain from the processing in general. The analysis of current trends for the

development of technical service, and also for the increase in indicators of reliability from

operational performance of functioning of the grain processing equipment have allowed to

draw a conclusion on the need of further theoretical research of ways of ensuring reliability

of functioning of processing equipment of the grain production enterprises. Improvement

of the organization of technical service is possible by the introduction of a control system of

reliability at the enterprises of this profile. Realization of the specified system assumes the

existence and operation of the whole complex of mobile and stationary processing equipment

that demands considerable capital investments, big power expenses and a human-power.

Thus, the improvement of the organization of system of technical service is executed with the

use of methods of computer modeling. In the article, the technical and economic analysis of

system effectiveness of management of the reliability on grain processing complexes is being

conducted. A research objective is the identification of extent of influence of the organization

of technical service on growth of the operational performance of the grain processing

equipment. Regularities of influence of the organization of technical service on operational

performance of efficiency of functioning of processing equipment of the grain production

enterprises are chosen as a subject of technical and economic research. The provided technical

and economic analysis of advanced system of the organization of technical service allows to

increase the efficiency of use of appliances in the course of a grain processing procedures in

general. Economic effect of introduction of a control system of reliability is reached due to

increase of complex indicators of reliability of the grain processing equipment.

SALARY INCREASE – THE CONDITION FOR THE DEVELOPMENT OF THE HUMAN

CAPITAL IN AGRICULTURE

In modern conditions the human capital becomes one of the key factors for the effective

development of an economy. The state and the development of the human capital in

agriculture substantially are defined by the level of the income. It is proved that the main

article of the income and increases of welfare of households is the salary.

For the purpose of "transformation of the Russian village" the main condition for the

development of the human capital is salary increase.

THE THEORETICAL BASES FOR THE MANAGEMENT OF TECHNOLOGICAL PROCESSES

OF PRODUCTION AND APPLICATION OF ORGANIC FERTILIZERS

In the article, the following issues are presented: concretized interpretations of the terms

resource saving, resource-saving agricultural policy, resource-saving technologies, and the

proposed definition of technological processes in crop and livestock production based on

resource-saving principles. There are also identified technical, technological, organizational

and economic blocs of activities included in the resource. The developed system conceptual

framework of interaction and resource-saving technological processes identified the subject

area of this interaction, which is the object of study. For the effective control of technological

processes of crops and livestock it is recommended to use a closed loop production. On the basis

of the system approach and analysis proposed as part of the interaction and interrelation of

technological processes in crop and livestock production to consider technological processes

of production and use of organic fertilizers, acts as a form of realization of resource saving.

Definitions of technological processes of production and application of organic fertilizers are

being highlighted.

The current state of the financial and credit regulation in Azerbaijan, which in its turn is

playing an important role in the development of agrarian sector, is being considered. Specific

proposals for the implementation of the measures directed towards the solution of problems

of improvement of financial and credit regulation, ensuring food security of the country and

increase in production of food production in agriculture have been developed.

THE FACTORS LEADING TO THE FIRE-DANGEROUS SITUATIONS ON PEAT BOGS

On the basis of the systematization and the analysis of literary data conditions for the

formation of each stage of the regeneration process for the peat into the combustible

substance semi-coke are being estimated for the first time. The illustrative and so visual table

for the definition of the factors leading to the fire-dangerous situations in peat bogs is being

submitted. The process of regeneration of a lignin in semi-coke is being described. Conditions

for the formation of combustible materials of the wood as provokers of wildfires are being

considered.

THE METHOD FOR THE OPTIMIZATION OF THE FORM OF ASYMMETRICAL

MULTISECTIONAL DETAILS

The agricultural machinery often has details with technological elements in the form of sharp

transition from one section to another. At action of axial loading in the weakened sections of

these details there is largest local tension which can exceed extreme values and lead to the loss

of operability of products. At the design stage of new details by criteria of an optimality it is

necessary to develop the analytical methods of the decision allowing to solve the return regional

problems of mechanics of a deformable solid body. The purpose of the researches consists in

the development of an analytical method of the calculation of an optimum form of multisectional details providing the decrease in concentration of tension for increase of reliability

of agricultural machinery. In work, the procedure of the calculation of an optimum form of a

transitional surface of a detail is being presented; results of the experimental researches are

being given; it is also proved that as a result of the optimization of a form of an asymmetrical

multi-sectional detail concentration of tension in it (detail) has decreased by 30%.

THE CALCULATION OF THE AVERAGE NUMBER FOR THE REFUSALS OF ELEMENTS

OF AGRICULTURAL MACHINERY TAKING INTO ACCOUNT THE AGE STRUCTURE

OF PARK OF CARS

The technique for the prediction of the distribution of number of refusals of agricultural

machinery taking into account the age structure of cars in the park and the variety of practices

till the final failure of elements is being presented. Practices till the failure of an initial and

replaceable element are being considered generally as various, any as the distributed random

variables. For the elements which haven't refused for the previous period of operation, the

distribution of residual operating time pays off. Comparability of average of refusals of the

elements established on tractors of various years of operation with the actual expense of spare

parts is being shown.

INDICATORS OF DAIRY PRODUCTIVITY OF FIRST HEIFERS OF SIMMENTALSKY BREED

WITH INCLUSION INTO THE DIET OF LOCAL NON-CONVENTIONAL FEED ADDITIVES

IN YAKUTIA

The results for the research of the influence of local non-conventional feed additives (zeolite

hongurin and Kempendyaysky salt) on dairy productivity of first heifers of simmentalsky

breed of cattle in the conditions of SHPK "Krestyakh" of the Suntarsky ulus of the Republic of

Sakha (Yakutia) are being provided. The addition into the diet for first heifers of a hongurin

in calculation of 0,7 g/kg. m (2,5% of diet solid) or 280 g per one head a day from 60 g

Kempendyaysky salt has allowed to increase the dairy productivity for 9,5%.
