In the article, the indicators of a financial condition of agricultural producers of Tula region for the purpose of an assessment of real financial potential of area for reproduction of machine and tractor park and increase of efficiency of cultivation of grain crops are being considered.

The article gives a general description of the state regulation of agriculture in Russia, describes the modern model of the state regulation of the economy of the agricultural sector in Russia. Also was presented the classification governance arrangements of agriculture, analyzed the development of agrarian market in the WTO, and was given the comparative analysis of the budgetary policy of the EU, the USA and Russia.

ECONOMIC ASSESSMENT OF EFFICIENCY OF USE OF WATER AND WATER-SPIRIT INJECTION AT OPERATION OF MACHINE AND TRACTOR UNITS

The article presents the results of economic efficiency using water injection and water ethanol mixture injection for the machine-tractor units on the basis of tractors MTZ-80/82. The boundaries of the efficient use of water injection and water ethanol mixture injection given insufficient towing qualities propulsion of wheeled tractors and climatic peculiarities of the territorial location of the Russian Federation.

It is proved that Porter's thesis, which is based on the statement "competitive advantages of the country are created not on external, but in domestic markets", not always works. The main directions of cluster development are being presented.

REGULATION OF INNOVATIVE ACTIVITY AND WAY OF INCREASE OF COMPETITIVENESS

In the article, it is specified that now in Azerbaijan so far the effective mechanism of management of innovative processes is completely not created. The main factor interfering the development of innovative activity is insufficiency of own means at the enterprises and the organizations. In the conditions of globalization of world economy only innovative activity of the domestic industrial enterprises can having allowed to increase their competitiveness. The author notes that innovations at the present stage of development play an important role in ensuring competitiveness of national economy.

Success of a brand of higher education institution depends on many factors. In technology of advance of educational institution mission of establishment and its image are key. Formation of a positive brand of Academy of FSIN of Russia happens by active interactions to local communities in the form of training, work practice, programs of professional development and retraining for the public civil servants, various volunteer programs, holding public actions and children's holidays, carrying out professional orientation work to school students of the city; rendering legal services to the population within free legal clinic.

THEORETICAL ASPECTS OF DEVELOPMENT OF INNOVATIVE TECHNOLOGY OF THE ACCELERATED RESTORATION OF SOIL FERTILITY AND TECHNICAL TOOL FOR ITS REALIZATION

Dynamics of losses of humus in soils of natural and agricultural zones of the Rostov region is being presented. Theoretical approaches of development and deployment in production of innovative technology of the accelerated restoration of the lost soil fertility commercially through large-tonnage production of the centers of soil formation are being proved. For realization of the developed technology it is offered to use a technical tool – a soil amender.

THE ASSESSMENT OF TOXICOLOGICAL AND TOXIC-GENETICAL CHLORELLA VULGARIS INDICATORS AT THE TECHNOLOGY OF GROWING IN THE ELECTROSTATIC FIELD

The assessment of toxicological and the toxic-genetically indicators of a chlorella is being carried out at technology of cultivation in an electrostatic field. It is shown that the mutagen effect of influence during 5 with a min. voltage of 5 kV, 10 kV, 15 kV and 45 kV and with tension of 15 kV of a direct current during 24 and 72 h wasn't registered. The grown-up chlorella suspension at the developed technology isn't toxic.

Possibility of use of asynchronous cars with a phase rotor as synchronous generators in reserve sources of power supply on the example of break-in-brake stands is being presented in the article. These stands can be used as reserve sources of power supply. The comparative technical and economic assessment of two sources of power supply is being presented.
