The necessity for the formation of the system of an assessment of results of activity of state planning and programming is being proved. The problems, acting as barriers for the formation of uniform approach to creation of the system of an assessment of the state plans are being revealed. The model of the control over the realization of the state strategy and programs is being developed. The vector of the development within the direction stated is being offered; the key mechanisms allowing the development of the complex indicators` system for the assessment of system of state planning are being defined.

In this regard the problem of greening of an education system and formation of the new scientific paradigm focused on a co-evolution of the nature and the person is stressed.

Taking into account the revealed volumes of potential production of high-quality organic fertilizers and possibility of providing the available arable lands with necessary nutritious elements, recommendations of the feasibility study on a choice of perspective resource-saving technologies of processing of manure in high-quality organic fertilizers according to zone features of a resource source of raw materials are developed.
