Approaches to an assessment of efficiency of the state strategic planning in Russia and regions are being considered. The analysis of the existing used techniques according to efficiency of strategy is being carried out. Current situation is being studied and offers are being made on further development of an assessment of efficiency of the state strategic planning.

The influence of investment inputs on the economic efficiency of branch in particular of the funds allocated from the state budget is being defined. Need of the direction of investment inputs, first of all, on melioration of the irrigated lands, a laying of long-term plantings, acquisition of intensive technologies and equipment, development of new forms of managing is being noted. Offers for the rational use of investment inputs in agriculture are being proved.

The necessity for the new analytical methods allowing to give an objective assessment of consequences of defects and to identify defects, almost significant for the consumer is being revealed; carrying out a complex assessment of quality of deliveries of spare parts at the organization of technical service, as one of the main elements in system of increase of reliability of equipment at an operation stage.

ANALYSIS OF BASIC ELEMENTS OF SYSTEM OF MANAGEMENT OF MEASUREMENTS

Elements of system of management of measurements according to GOST P ISO 10012-2008 are being considered. The comparative analysis of basic elements of system of management of measurements and the general system of management of test and calibration laboratories is being carried out.

THE INFLUENCE OF THE ROUGHNESS OF THE SURFACE OF DETAILS ON THE DURABILITY OF CONNECTIONS AT THE REPAIR OF AGRICULTURAL MACHINERY PROCESSES

The dependences allowing the counting of the surface roughness parameters at known values of admissions and existence of requirements to a deviation of a form and an arrangement of surfaces have been established and specified. The offered dependences allow the defining the best value of a roughness of a surface without reducing it. The given formulas can be used under a condition if more strict value of parameters of a roughness under the terms of assembly and operation isn't set.

THE CALCULATION OF PRECISION PARAMETERS FOR SELECTIVE ASSEMBLY OF CYLINDER-PISTON GROUP (CRANKMECHANISM) OF YAMZ ENGINES

It is defined that when using selective assembly in the connection "the piston – the sleeve of cylinders" considerably raises the initial accuracy of connection that leads to increase in durability. It is calculated that when using six groups of selection instead of three there is an additional stock on the wear equal to 20 micron. Despite a number of the difficulties introduced in the production by group sorting it justifies itself as all costs are paid off by high quality of connections.

THE CONDITION FOR THE PARTICLE SEPARATION WITH THE ZERO TILT ANGLE OF THE BIGGER AXIS TO THE ELECTRODE SURFACE

Based on a design scheme developed a mathematical relationship that defines the conditions of separation differently elongated dielectric particle from the surface in an electrostatic field under the influence of impact. This relationship allows us to calculate minimum acceleration of particles for detach from the surface. Mathematical relationship, defining the terms of separation an ellipsoidal particle differently elongated with the angle of inclination of the major axis to the electrode surface γ = 0 from the surface horizontally oscillating oblique electrode in an electrostatic field under the influence of impact.

The necessity for the management of supply of ozone in a furnace chamber of the boiler is being proved in the article. The equation of dynamic balance of the supplying and the consumption of ozone is being analyzed. The nature of change of concentration of ozone in time is being defined. The principle of management of concentration of ozone is being chosen. The function chart of a control system is being considered and possible laws of management are being defined.

Offers for the rational use of investment inputs in agriculture are being proved.

THE TEMPERATURE MONITORING AND CONTROL SYSTEM IN THE CLIMATIC CHAMBER

We consider in the article under consideration - the development of a system for monitoring and controlling the temperature in the climatic chamber on the basis of hardware-computing platform Arduino using a control law with fractional derivatives. It was established experimentally that the inclusion in the control law of the fractional time derivatives improves the speed and quality of monitoring and controlling the temperature in the climatic chamber.

INFLUENCE OF MICROBIOLOGICAL PREPARATIONS ON FORMATION OF THE CROP OF SUMMER BARLEY

The correlation dependence of structural elements of productivity of barley on the gray forest heavy-loamy soil changing under the influence of biological products Ekstrasol of HC8, Ekstrasol of Ch13 and Bisolbifit, and also mineral fertilizers is studied. It is proved that use of biological products Ekstrasol of HC8 and Bisolbifit together with mineral fertilizers inefficiently, and action of a biological product Ekstrasol of Ch13 for a crop of summer barley amplifies with introduction of mineral fertilizers.

COMPOSITION, STRUCTURE AND PROPERTIES OF POWDER FROM HSS RECEIVED BY EDM TYPE OF DISPERSION IN WATER

Studied basic properties of the powders obtained by the method (AED) waste high-speed steels in distilled water. The particle size of the powder is 0,25...100 microns, they have good fluidity and are mostly spherical or elliptical shape, are also agglomerates of particles. Specific surface area of this powder is 28476,27 cm2/cm3. The main elements in the powders obtained AAD high-speed steels are W and Fe. It is noted that the dispersion in the aqueous medium decreases the loss of oxygen and facilitates the formation of Fe2O3 phases, W, Fe and Fe3С. Investigated the sintering of the powder obtained AED waste high-speed steel R6M5.

THE RESULTS OF THE RESEARCHES OF CAUSES FOR LOSSES OF OIL PRODUCTS FROM THE EVAPORATION FROM FUEL TANKS OF CARS DURING THEIR FILLING

Results of an assessment of qualitative and quantitative characteristics of the fuel-air mix which is forced out from tanks of cars during their filling are being given. Dependences of amount of the forced-out fuel vapors are being defined when filling the car from ambient temperature. The component composition of air in various zones at gas station with use of the chromatograph is being defined. The system of catching of vapors of oil products from tanks of cars during their filling at gas station is being developed.

THE INFLUENCE OF THE ROUGHNESS OF THE SURFACE OF DETAILS ON THE DURABILITY OF CONNECTIONS AT THE REPAIR OF AGRICULTURAL MACHINERY PROCESSES

The dependences allowing the counting of the surface roughness parameters at known values of admissions and existence of requirements to a deviation of a form and an arrangement of surfaces have been established and specified. The offered dependences allow the defining the best value of a roughness of a surface without reducing it. The given formulas can be used under a condition if more strict value of parameters of a roughness under the terms of assembly and operation isn't set.

Key words: a surface roughness, an arithmetic average of a profile deviation, height of roughness of a profile on ten points, the admission of the size; coefficient of an acceptance criteria of accuracy, coefficient of the crumpling of the surface roughness , coefficient of influence of the admission of a form.

THE CALCULATION OF PRECISION PARAMETERS FOR SELECTIVE ASSEMBLY OF CYLINDER-PISTON GROUP (CRANKMECHANISM) OF YAMZ ENGINES

It is defined that when using selective assembly in the connection "the piston – the sleeve of cylinders" considerably raises the initial accuracy of connection that leads to increase in durability. It is calculated that when using six groups of selection instead of three there is an additional stock on the wear equal to 20 micron. Despite a number of the difficulties introduced in the production by group sorting it justifies itself as all costs are paid off by high quality of connections.

THE CONDITION FOR THE PARTICLE SEPARATION WITH THE ZERO TILT ANGLE OF THE BIGGER AXIS TO THE ELECTRODE SURFACE

Based on a design scheme developed a mathematical relationship that defines the conditions of separation differently elongated dielectric particle from the surface in an electrostatic field under the influence of impact. This relationship allows us to calculate minimum acceleration of particles for detach from the surface. Mathematical relationship, defining the terms of separation an ellipsoidal particle differently elongated with the angle of inclination of the major axis to the electrode surface γ = 0 from the surface horizontally oscillating oblique electrode in an electrostatic field under the influence of impact.

REGARDING THE QUESTION OF THE MANAGEMENT OF CONCENTRATION OF OZONE IN THE FURNACE CHAMBER OF THE BOILER

The necessity for the management of supply of ozone in a furnace chamber of the boiler is being proved in the article. The equation of dynamic balance of the supplying and the consumption of ozone is being analyzed. The nature of change of concentration of ozone in time is being defined. The principle of management of concentration of ozone is being chosen. The function chart of a control system is being considered and possible laws of management are being defined.

THE TEMPERATURE MONITORING AND CONTROL SYSTEM IN THE CLIMATIC CHAMBER

We consider in the article under consideration - the development of a system for monitoring and controlling the temperature in the climatic chamber on the basis of hardware-computing platform Arduino using a control law with fractional derivatives. It was established experimentally that the inclusion in the control law of the fractional time derivatives improves the speed and quality of monitoring and controlling the temperature in the climatic chamber.

In the article, on the basis of the existing formulas of definition of the slipping of wheel units, the settlement model, considering the influence of action of the pushing forces from soil-cultivating mills on the slipping of the machine and tractor unit is being developed. Pilot studies have determined the values of an exponent for various agro-backgrounds.

INFLUENCE OF MICROBIOLOGICAL PREPARATIONS ON FORMATION OF THE CROP OF SUMMER BARLEY

The correlation dependence of structural elements of productivity of barley on the gray forest heavy-loamy soil changing under the influence of biological products Ekstrasol of HC8, Ekstrasol of Ch13 and Bisolbifit, and also mineral fertilizers is studied. It is proved that use of biological products Ekstrasol of HC8 and Bisolbifit together with mineral fertilizers inefficiently, and action of a biological product Ekstrasol of Ch13 for a crop of summer barley amplifies with introduction of mineral fertilizers.

COMPOSITION, STRUCTURE AND PROPERTIES OF POWDER FROM HSS RECEIVED BY EDM TYPE OF DISPERSION IN WATER

Studied basic properties of the powders obtained by the method (AED) waste high-speed steels in distilled water. The particle size of the powder is 0,25...100 microns, they have good fluidity and are mostly spherical or elliptical shape, are also agglomerates of particles. Specific surface area of this powder is 28476,27 cm2/cm3. The main elements in the powders obtained AAD high-speed steels are W and Fe. It is noted that the dispersion in the aqueous medium decreases the loss of oxygen and facilitates the formation of Fe2O3 phases, W, Fe and Fe3С. Investigated the sintering of the powder obtained AED waste high-speed steel R6M5.

THE RESULTS OF THE RESEARCHES OF CAUSES FOR LOSSES OF OIL PRODUCTS FROM THE EVAPORATION FROM FUEL TANKS OF CARS DURING THEIR FILLING

Results of an assessment of qualitative and quantitative characteristics of the fuel-air mix which is forced out from tanks of cars during their filling are being given. Dependences of amount of the forced-out fuel vapors are being defined when filling the car from ambient temperature. The component composition of air in various zones at gas station with use of the chromatograph is being defined. The system of catching of vapors of oil products from tanks of cars during their filling at gas station is being developed.
